Malaysia allows foreigners to buy property but imposes minimum purchase prices that vary by state, zone, and property type — set by each state's Executive Council (EXCO) and the Economic Planning Unit (EPU) under the GPPH guidelines.
The minimum thresholds range from RM 500,000 (Penang Mainland strata, Melaka strata, and Sarawak residential property outside Kuching Division) to RM 3,000,000 (Penang Island landed). Labuan, as a federal territory, requires RM 1,000,000 — the same as KL and Putrajaya. Most states set the floor at RM 1,000,000 for both strata and landed property. Selangor is uniquely zoned: Zone 1 districts (Petaling, Gombak, Hulu Langat, Klang, Sepang) require RM 2,000,000 minimum, while Zone 3 (Hulu Selangor, Sabak Bernam) is RM 1,000,000. Selangor also restricts foreigners to strata and landed strata only — no freehold landed (PTG Selangor Circular 1/2014). Sarawak uses division-specific minimums under its own land-law framework: RM 600,000 in Kuching Division and RM 500,000 in other divisions.
