Short answer: quit rent is a state tax, so you pay it at your state land office portal. Assessment is a council tax, so you pay it at your council or through the federal PBTPay portal. There is no single place that does both.

Parcel rent (cukai petak) for strata owners is paid through the same state land portals, because it is administered by the Land Office, not the council.

A note on ePay MBPP
epay.mbpp.gov.my is live and genuine, with a valid MBPP certificate. But MBPP's own "Bayaran Cukai Taksiran" page lists its payment channels as PEARL, PBTPay, eBayar, JomPay and Smart Kiosk, and does not name ePay among them. So it is a real MBPP system, but for assessment specifically, ebayar.penang.gov.my is the channel MBPP itself endorses. Both are given above; start with eBayar.
Deadlines That Actually Matter
The two taxes run on different calendars, and mixing them up is the usual cause of a penalty.

So quit rent gives you five months of grace and assessment gives you two, which is the opposite of what most people assume.
What Happens If You Do Not Pay
Quit rent is the serious one. Section 97 provides for a notice of demand in Form 6A, and section 100 allows forfeiture of the land to the State Authority if the full sum is not tendered by the end of the notice period. Forfeiture is rare in practice, but it is the statutory remedy, and it is why a lapsed quit rent bill on an inherited or rarely visited property is worth chasing.
Assessment carries a fee fixed by the council under section 147 once the payment is in arrears, and section 146 makes rates a first charge on the holding. Section 148 allows recovery by warrant of attachment in Form F. In practice, unpaid assessment surfaces at the worst moment: during a sale, when the council's clearance is needed.
Dead Links to Avoid
Several URLs circulate on property blogs that do not resolve at all. If a site is citing any of these, treat the rest of its information with suspicion:

One naming trap worth knowing if you are searching: mpt.gov.my is Majlis Perbandaran Temerloh in Pahang, not Taiping. Taiping is mptaiping.gov.my. Both abbreviate to "MPT".
Before You Pay: Check What You Actually Owe
Assessment rates differ by council and by property category, and quit rent rates differ by state, land category and whether your land is classified as town or country land. Being straightforward about the limit: Penang is the only state whose quit rent schedule is published in a form that can be verified. The others gazette their rates in state warta that are not available digitally, so we show you the portal rather than an invented number.
