An MM2H application in 2026 goes through a licensed MM2H company to the One Stop Centre in Putrajaya. Prepare the five documents within 90 days of conditional approval. Submit them through the licensed company. Immigration then issues the pass endorsement.
This guide groups the 11-step flowchart in the MOTAC guide into six steps. Every figure comes from the official pages and PDFs captured on 16 October 2026. No official page publishes a processing time for a new application.
Who may apply
The programme is open to foreign individuals from sovereign countries that have diplomatic relations with Malaysia. The minimum age is 25 for Silver, Gold and Platinum, and 21 for SEZ/SFZ. The MM2H hub carries the category table with the deposit, fee, pass term and residence figures.
No official federal page publishes a monthly income test. The MOTAC conditions of 14 June 2024 state that the offshore income condition is dropped for all categories.
Apply through a licensed MM2H company
An application must be made through an MM2H tour operator company licensed by MOTAC under the Tourism Industry Act 1992 (Act 482). The MOTAC conditions state that any individual or walk-in application will not be entertained.
Every new application and every renewal goes through the One Stop Centre MM2H (OSC MM2H). All immigration matters sit with the Ministry of Home Affairs through the Immigration Department of Malaysia. This includes the final approval. An appeal against a rejected application goes to the Minister of Home Affairs. The licensed agents guide shows how to read the official list.
The six steps
Step 1
Choose your category and your licensed company. The MOTAC flowchart starts with "Apply through registered MM2H agents" and points to the MOTAC check page. The company becomes your only channel to the One Stop Centre.
Step 2
Submit the application documents to the company. The MOTAC guide lists the documents before approval:
- Two copies of the immigration pass application form IMM.12
- A copy of the principal's passport (biodata page)
- A copy of each dependant's passport (biodata page)
- A certificate of good conduct, police certificate or certificate of clearance for the principal and each dependant above 18
- Other documents as required by OSC MM2H
The company then submits the application and the related documents to the One Stop Centre.
Step 3
Wait for the review and the conditional approval letter. The One Stop Centre reviews the application. If it is rejected, the company notifies you. If it is accepted, the One Stop Centre issues an acceptance document receipt. A notice of application and a conditional approval letter then go to the company, and the company notifies you.
The 28 May 2025 announcement adds two details. A signal approval letter can accompany the conditional approval letter when the file needs more information. The police (PDRM) will hold random interviews with prospective participants.
Step 4
Prepare the post-approval documents within 90 days. The MOTAC guide lists five items:
| Document | Condition in the official text |
|---|---|
| Fixed deposit certificate | From a Malaysian financial institution licensed under Act 758 or Act 759; the checklist marks the FD as tagged lien |
| Health insurance | For applicants aged 60 and below; from a Malaysian or foreign insurer with worldwide coverage |
| Medical report | One copy on Medical Form II (MF II); the check-up is compulsory at a MOTAC panel clinic or hospital for the principal and dependants |
| Personal bond form | Stamped RM10 at the Inland Revenue Board (LHDN) |
| Valid passport | The pass validity follows the passport validity |
The insurance age boundary differs between documents. The MOTAC checklist and guide say 60 and below; the MOTAC booklet and the Immigration Department page say below 60.
Step 5
Pay the fees through the company. The flowchart states: "Make a payment for processing fee, participation fee, pass, and visa."
| Fee | Amount on the official pages |
|---|---|
| Processing fee | RM5,000 for the principal and RM2,500 for each dependant |
| Participating fee (one-off, principal only) | RM1,000 Silver, RM3,000 Gold, RM200,000 Platinum, RM1,000 SEZ/SFZ |
| Pass fee | RM500 a year |
| Visa fee | RM0 to RM50, by nationality |
No official page publishes the fee of the licensed company.
Step 6
Get the pass endorsed. The Immigration Department issues the MM2H social visit pass as a sticker in the passport. Its client charter for this service is one day. The applicant or the company representative must be present with the original passport, the conditional approval letter and form IMM.12 with a photo on a blue background.
Documents, certified copies and translation
The Immigration Department page sets the translation rule. All documents must be translated into English by the Institute of Language and Literature (Dewan Bahasa dan Pustaka, DBP) or by a Malaysian embassy or consulate general abroad. A marriage certificate or a birth certificate needs a certified true copy from a Malaysian embassy or consulate general abroad, or from a public notary in Malaysia.
The MOTAC endorsement checklist (updated 10 October 2024) lists the items after approval:
- A copy of the conditional approval letter
- Health insurance for participants 60 and below (Malaysian or foreign company, worldwide coverage)
- The medical report
- A statutory declaration that a dependant aged 21 to 34 is single and does not work in Malaysia
- The security bond form, stamped RM10 at LHDN
- Copies of the payment receipt or statement for the security bond, the processing fee and the fixed deposit certificate
- Other additional documents if needed
Keep every statement true. The checklist warns that a false statement is an offence under section 56(1)(f) of the Immigration Act 1959/63, with a fine of up to RM10,000, imprisonment of up to 5 years, or both.
What MOTAC publishes about timing
No official file states a processing time for a new application. The MOTAC booklet and the Immigration Department page publish client charters for later services only.
| Service | Client charter |
|---|---|
| Post-approval document window | 90 days |
| Issue of the social visit pass sticker | 1 day |
| Renewal (application for extension, 5 years) | 30 working days |
| Fixed deposit withdrawal | 3 working days |
| Permission to study (dependant) | 14 working days |
| Transfer of endorsement to a new passport | 1 working day |
A number from a licensed company is its own experience, not an official time.
Obligations after approval
The official pages state these conditions:
- Residence purchase. The 28 May 2025 announcement gives Platinum, Gold and Silver participants one year after the pass endorsement date to complete the purchase. SEZ/SFZ participants must own or buy the Forest City house before the endorsement, from the developer and not from a third party. The same announcement sets the windows for the 50% withdrawal towards a house: a house bought within two years before endorsement (Platinum, Gold, Silver) or within six months before endorsement (SEZ/SFZ) qualifies if it meets the category minimum.
- No sale for 10 years. The residence cannot be sold for 10 years. An upgrade to a residence of higher value is allowed.
- Stay. Participants below 50 must be present in Malaysia for 90 days (cumulative) in a year. The principal and the dependants can share the days. Participants aged 50 and above have no minimum stay.
- Medical check-up. The check-up at a MOTAC panel clinic or hospital is compulsory for the principal and the dependants after approval.
- Fixed deposit. Up to 50% of the principal FD can be withdrawn for a residence purchase, education, medical or tourism activities in Malaysia. The category pages say after approval; the MOTAC guide says from the second year onwards. The fixed deposit guide covers the conflict.
