The official MM2H cost in year one is the participating fee, the processing fee, the fixed pass fee, the visa fee and a stamp on the personal bond. The fixed deposit and the residence purchase are capital commitments, not fees.
This guide lists every charge that the official programme pages publish. The figures come from mm2h.gov.my, the MOTAC programme documents and the Immigration Department page, as captured on 16 October 2026. Where a figure is not published, this guide says so. It does not estimate it.
The participating fee by category
The participating fee is a one-off payment for every principal application. Each category page states that there is no participating fee for dependants.
| Category | Participating fee (one-off, principal only) |
|---|---|
| Silver | RM1,000 |
| Gold | RM3,000 |
| Platinum | RM200,000 |
| SEZ/SFZ | RM1,000 |
The Platinum fee is the largest single cash item in the programme. The pages describe it as one-off. They do not describe it as refundable.
The processing fee
The processing fee is RM5,000 for the principal and RM2,500 for each dependant. The overview page and the MOTAC category insights document state it. The 2024 Malay condition documents do not repeat it. The fee is the same in every category.
A principal with a spouse and one child pays RM5,000 plus RM2,500 plus RM2,500. That is RM10,000 in processing fees.
Pass and visa fees
The pass fees fall into two periods: before the maximum term of the category ends, and after it ends.
Before the term ends, the MM2H sticker pass is renewable every five years or on the validity of the passport. The guidelines page lists two fees at that renewal.
| Fee before the full term | Amount |
|---|---|
| Visa fee | RM0 to RM50, by nationality |
| Fixed pass fee | RM500 per year |
The guidelines page does not state whether these two fees apply per person or per application.
After the term ends, the pass can be renewed every 5 years. The renewal fee differs by category.
| Category | Renewal fee after the full term |
|---|---|
| Platinum | RM5,000 |
| Gold | RM3,000 |
| Silver | RM1,500 |
| SEZ/SFZ | RM300 |
The ledger records a conflict on this fee. The MOTAC guide table says RM5,000 "for every principal and each dependant". The Platinum category page and the 2024 conditions say the fee is for the principal and dependants, without the word each. The same pattern applies to the RM3,000, RM1,500 and RM300 fees. Ask the One Stop Centre for the reading that applies to your family before you plan a renewal budget.
The personal bond stamp
The personal bond form is stamped at the Inland Revenue Board (LHDN). The MOTAC endorsement checklist and the Immigration Department page both state the stamp at RM10.00. The stamped bond is one of the documents that the applicant prepares within 90 days of the conditional approval letter.
The fixed deposit is capital, not a fee
The deposit stays yours. It sits in a Malaysian financial institution licensed under the Financial Services Act 2013 [Act 758] or the Islamic Financial Services Act 2013 [Act 759]. The pages state it in US dollars.
| Category | Fixed deposit |
|---|---|
| Silver | USD 150,000 |
| Gold | USD 500,000 |
| Platinum | USD 1,000,000 |
| SEZ/SFZ, age 21 to 49 | USD 65,000 |
| SEZ/SFZ, age 50 and above | USD 32,000 |
A maximum of 50% of the principal deposit may be withdrawn for four purposes: the purchase of a residence, education, medical, and tourism activities in Malaysia. The sources differ on timing: the category pages say the withdrawal is allowed after approval as a participant, and the MOTAC guide says from the second year onwards. The rest of the deposit stays in place for the life of the pass. Read the fixed deposit rules for the full rule.
The residence purchase is a cash commitment
Every category requires the purchase of a residence. The floor differs by category.
| Category | Minimum residence value |
|---|---|
| Silver | RM600,000 or above |
| Gold | RM1,000,000 or above |
| Platinum | RM2,000,000 or above |
| SEZ/SFZ | A property in Forest City, Johor; the floor price is subject to Johor state property acquisition policy |
The residence cannot be sold for 10 years. The only exception is an upgrade to a residence of higher value. The 28 May 2025 MOTAC announcement sets two purchase deadlines. Platinum, Gold and Silver participants have one year after the pass endorsement to complete the purchase. SEZ/SFZ participants must own or buy the house in Forest City before the pass endorsement. The purchase must be from the Forest City developer, not from a third party. The same announcement sets separate eligibility windows for the 50% fixed deposit withdrawal towards a house. For Silver, Gold and Platinum, a house bought within two years before the endorsement qualifies. For SEZ/SFZ, a house bought within six months before the endorsement qualifies. In each case the house value must meet the category minimum.
The official pages make no statement on bank financing for participants. Plan the residence as a cash commitment until a bank tells you otherwise in writing.
Worked year-one totals per category
The table below sums only the items the official pages publish: the participating fee, the processing fee, the RM500 fixed pass fee for one year, and the visa fee shown as a range. The second row for each category adds two dependants, which adds RM5,000 in processing fees. The family rows are examples and unconfirmed: the pages do not state whether the pass and visa fees are per person. The pass fee and visa fee are counted once for that reason. The pages also do not state whether the first collection of the fixed pass fee covers more than one year. The RM10 bond stamp is left out of the sum.
| Case | Participating fee | Processing fee | Fixed pass fee, one year | Visa fee | Year-one total |
|---|---|---|---|---|---|
| Silver, principal only | RM1,000 | RM5,000 | RM500 | RM0 to RM50 | RM6,500 to RM6,550 |
| Silver, principal and two dependants (example, unconfirmed) | RM1,000 | RM10,000 | RM500 | RM0 to RM50 | RM11,500 to RM11,550 |
| Gold, principal only | RM3,000 | RM5,000 | RM500 | RM0 to RM50 | RM8,500 to RM8,550 |
| Gold, principal and two dependants (example, unconfirmed) | RM3,000 | RM10,000 | RM500 | RM0 to RM50 | RM13,500 to RM13,550 |
| Platinum, principal only | RM200,000 | RM5,000 | RM500 | RM0 to RM50 | RM205,500 to RM205,550 |
| Platinum, principal and two dependants (example, unconfirmed) | RM200,000 | RM10,000 | RM500 | RM0 to RM50 | RM210,500 to RM210,550 |

Three further items are compulsory but have no published price: the medical check-up at a MOTAC panel clinic or hospital, health insurance with worldwide coverage for participants aged 60 and below, and the fee of the licensed MM2H company that files the application. Each is "not published, ask for a written quote". The age boundary for insurance also differs between documents: the checklist and the guide include age 60, and the booklet and the Immigration page exclude it.
What the official pages do not publish
Ask for these in writing before you sign with a licensed company. The official pages do not state them.
- No fee for the licensed MM2H company.
- No price for the medical check-up.
- No health insurance premium.
- No fee for the conditional approval letter or the endorsement itself, other than the RM10 bond stamp.
- No processing time for a new application. Only post-approval client charters are published.
- No return rate on the fixed deposit. The institution sets it.
- No statement on bank financing for participants.
- No statement on permanent residence.
- No exchange rate for the US dollar deposit. The 28 May 2025 announcement encourages placement in ringgit equal to the US dollar value.
