You cannot apply for MM2H on your own. The law requires a company licensed by MOTAC under Act 482. The official list on mm2h.gov.my and the MOTAC check page are the places to confirm that a company holds a current licence.
This guide shows how to read that list, what it does and does not tell you, and which fees go to the government rather than to the company. It names no company. Every figure comes from the official pages captured on 16 October 2026.
Why you must use a licensed company
The MOTAC conditions document of 14 June 2024 sets the rule in one sentence: applications must be made through an MM2H tour operator company licensed with the Ministry of Tourism, Arts and Culture under the Tourism Industry Act 1992 (Act 482). The next sentence states that any individual or walk-in application will not be entertained.
The mm2h.gov.my guidelines page says the same in English: "Application should be submitted and completed through any MM2H tour operating business that has been licenced by the Ministry of Tourism, Arts & Culture under the Tourism Industry Act 1992 [Act 482]."
Three bodies take part. The licensed company prepares and lodges the file. The One Stop Centre MM2H (OSC MM2H) reviews it and issues the conditional approval letter. The Immigration Department, under the Ministry of Home Affairs, gives the final approval and endorses the pass. An appeal against a rejection goes to the Minister of Home Affairs, not to the company.
The company is your only channel to the One Stop Centre. A company that is not on the list cannot lodge your application.
How to check a company on the official list
Open the Agencies page on mm2h.gov.my. On 16 October 2026 the page carried 248 licence rows. One company appears twice with two branch licences, so the list names 247 distinct companies.
Each row shows four items:
| Item on the row | What to check |
|---|---|
| Company name | Match it exactly to the name on the quote and the agreement |
| Licence number | A number in the MM2H series (238 rows show a bare MM2H number; 10 rows show a branch or KPK/LN format) |
| Validity dates | The licence must be valid on the day you sign and on the day the file is lodged |
| Email address | Write to the listed address, not only to a personal address |
Follow these steps:
- Search the page for the exact company name.
- Compare the licence number on the page with the number on the company's letterhead.
- Check that the validity period covers your application date.
- Send your first written question to the email address on the page.
- Keep a dated screenshot of the row with your file.
The MOTAC guide also points applicants to a check page at motac.gov.my/en/check/mm2h as the first step of its flowchart. Use both pages. If a name is on neither page, do not pay.
What the official pages do not publish
The official pages publish no fee schedule for licensed companies. A company sets its own service fee. Ask for a written quote that separates the service fee from the government fees, and that states what happens to the service fee if the application is rejected.
The government fees are on the official pages:
| Fee paid to the government | Amount |
|---|---|
| Processing fee | RM5,000 for the principal and RM2,500 for each dependant |
| Participating fee (one-off, principal only) | RM1,000 Silver, RM3,000 Gold, RM200,000 Platinum, RM1,000 SEZ/SFZ |
| Pass fee | RM500 a year |
| Visa fee | RM0 to RM50 by nationality |
| Personal bond stamp duty | RM10 at LHDN |
No official page publishes a processing time for a new application, a medical check-up fee or an insurance premium. A company that quotes a fixed approval time quotes its own experience, not an official figure. The application process guide lists the client charters that MOTAC does publish.

The MOTAC guide gives the fuller address and the contact lines:

The counter takes files from licensed companies. It does not take an individual application.
State programmes have their own licensed agents
The federal list does not cover the two state programmes.
Sarawak S-MM2H. Applicants submit documents to the Ministry of Tourism, Creative Industry and Performing Arts Sarawak through the SMM2H Management Online Application System (MOAS). The applicant must be bonded by a sponsor from Sarawak or by an S-MM2H licensed agent registered in Sarawak. Since 16 May 2025, a personal sponsor is limited to immediate family: a spouse, parents or step-parents, children or siblings. The ministry lists the licensing requirements on its own page.
Sabah MM2H. The official site states in capitals that all applications must be submitted by a licensed Sabah-MM2H agent. The Sabah-MM2H one stop centre is at Unit No. A-5-10, Block A, Level 5, Lot 10, Lorong Lebuh Sutera, Sutera Avenue, 88100 Kota Kinabalu, Sabah, telephone 088-258 522.
The state programmes guide sets out the Sarawak and Sabah conditions.
Questions to ask a company before you sign
Put these questions in writing and keep the answers:
- What is your licence number, and which row on mm2h.gov.my shows it?
- Which category do you recommend for my age and deposit, and why?
- Which part of the quote is your service fee, and which part is a government fee?
- What happens to your service fee if the One Stop Centre rejects the application?
- Which panel clinic and which insurer will you use, and may I choose my own?
- Which documents will you translate, and who does the translation?
- Who holds the fixed deposit certificate, and in whose name?
- Will you report my residence purchase on the housing information form?
- Will you handle the renewal, the transfer of endorsement and a fixed deposit withdrawal later, and at what cost?
- May I contact the One Stop Centre helpdesk directly about my file?
A company that answers each question in writing gives you a record. A company that will not answer in writing gives you a reason to check the next row on the list.
